PR Visas for Hong Kong Citizens (港人永居簽證)

​On 29 October 2021, the Australian Government introduced two new permanent residence visa streams for Hong Kong and British National Overseas (BNO) passport as part of the Australian Government’s commitment to strengthening ties with Hong Kong.

These two streams are:

  • Subclass 189 – the Hong Kong stream
  • Subclass 191 – the Hong Kong (regional) stream 

Subclass 189 Hong Kong stream

Overview

This visa lets eligible Hong Kong or British National (Overseas) passport holders who have demonstrated commitment to Australia, live and work in Australia permanently.

Basic requirements

  • hold a Hong Kong passport or a British National (Overseas) passport
  • hold  a subclass 457, 482 or 485 visa at the time your visa application is made, and you must have held that visa for at least 4 years prior to that date. Multiple visas, including visas of the same subclass, cannot be combined to meet this requirement.
  • be a usually resident in Australia for a continuous period of at least 4 years immediately before the date of application.
  • complied with the conditions attached to your eligible visa when in Australia. This requirement applies for the whole period you hold the visa(s).
  • functional English or subject to a second visa application charge instalment
  • Good health and character
  • No previous visa cancellation or previous visa applications refused record

Benefits

  • Travel in and out of Australia (subject to validity period of the visa, in most cases 5 years)

Subclass 191 Hong Kong (regional) stream

Overview

This visa lets eligible Hong Kong or British National (Overseas) passport holders who have demonstrated commitment to Australia, live and work in Australia permanently.

Basic requirements

  • hold a Hong Kong passport or a British National (Overseas) passport
  • hold  a subclass 457, 482 or 485 visa at the time your visa application is made, and you must have held that visa for at least 3 years prior to that date. Multiple visas, including visas of the same subclass, cannot be combined to meet this requirement.
  • Any work or study you did in the 3 years immediately before applying for this visa must have been in a designated regional area of Australia.
  • be a usually resident in a designated regional of Australia for a continuous period of at least 3 years immediately before the date of application.
  • complied with the conditions attached to your eligible visa when in Australia. This requirement applies for the whole period you hold the visa(s).
  • functional English or subject to a second visa application charge instalment
  • Good health and character
  • No previous visa cancellation or previous visa applications refused record
